HOME Investment Partnership Funds

The Housing and Community Development Services Division administers the HOME Investment Partnership Funds, which are entitlement monies received by Arapahoe County through the U.S. Department of Housing and Urban Development. These funds are in turn distributed to community organizations for projects that provide decent housing, strengthening the ability of local governments and non-profits to provide housing in Arapahoe County. 

Eligible Activities

HOME funds may be used to:

  • Acquire, maintain and create affordable housing for low to moderate-income individuals in the county
  • Assist with down payments and closing costs for first-time home buyers
  • Rehabilitate housing in Arapahoe County

Arapahoe County is strongly committed to affirmatively furthering fair housing through projects funded by HOME funds. 

Project Requirements

HOME projects require a 25 percent funding match from sub-grantees. Each project must meet the following guidelines: 

Applying for Grants

The HCD Division accepts applications from community organizations throughout the year. The division makes recommendations to the Board of County Commissioners for projects to receive HOME funds. The Board of County Commissioners votes to approve the projects. Tenant Based Rental Assistance

Family Promise

Families receive rental assistance through a partnership with Arapahoe County. The goal of this short-term assistance is to transition families into permanent housing they are able to maintain on their own. 

Impact of the TBRA Program:

  • 92% of family participants were stably housed
  • 72% of adults were employed, in an educational program or receiving disability 
  • Sustainable independence

Qualifications:

  • Households must income qualify
  • Must have children under the age of 18 living in household
  • Serving all of Arapahoe County 
  • All participating adults must be actively seeking employment or actively employed and must show records of pay and/or job search activities

Aurora Housing Authority

Aurora@Home families receive rental assistance through a collaboration with the City of Aurora, Arapahoe County and the State of Colorado, Department of Local Affairs (DOLA). The goal of this short-term assistance is to place homeless families in an affordable housing unit and provide them with support and resources to work towards long-term stability. 

Program Services Include:

  • Housing and employment case management
  • Goal Planning, job skills and job readiness training
  • Rental Assistance 
  • Life Skills
  • Substance abuse/alcoholism treatment
  • Mental health care
  • Access to health care

 Qualifications:

  • Households must income qualify 
  • Must have children under the age of 18 living in household
  • All participating adults must be actively seeking employment or actively employed and must show records of pay and/or job search activities

Affordable Homes/Housing

Habitat for Humanity

The Homeownership program empowers working individuals and families to build and buy their own homes.

Benefits of Habitat Homeownership:

  • Affordability- Payments are set so they do not exceed 30% of a family’s gross monthly income.
  • Education - Homeowners are provided with a series of home-buying classes and workshops that prepare them to become successful homeowners
  • Trusted Partner – Habitat has been in the Denver Metro for more than 40 years, serving more than 900 families

Projects Include:

  • Baltic Place Duplex – 2 units 
  • Sheridan Square Project – 63 units
  • Hillside Duplex – 4 units 
  • Harvard Avenue Project – 4 units 

 Qualifications: 

  • Demonstrate a need for housing 
  • Show a willingness to partner and provide sweat equity to help build home
  • Families will pay an affordable mortgage payment, job and/or ability to pay is required

Multi-family Rental Units

The primary objective of Title II of the Housing and Community Development Act of 1992, as amended, and of the HOME Investment Partnerships Fund under this Title is to expand the supply of decent, safe, sanitary and affordable housing, primarily for low and moderate income persons.

 HOME Program funded projects are administered to a awarded to private and non-profit developers selected by Arapahoe County to provide/support low to moderate income housing units. The following agencies and projects were approved for funding in the last four years.
