Public Notice & Opportunity for Public Comment:
Arapahoe County Housing & Community Development Services (HCDS) staff will complete a study session with the Board of County Commissioners (BOCC) regarding the use of Community Development Block Grant (CDBG-CV) funds specifically to address our response to COVID-19 on Tuesday, April 28, 2020. 

The plan to utilize CDBG-CV funds will be available for public comment during a five day public comment period, beginning Thursday April 30, 2020 and ending Tuesday May 5, 2020.  The plan to utilize these funds is available at:

The BOCC Study Session will be held electronically on Tuesday, April 28 2020 at 2:30 or shortly thereafter.  Interested parties may join the virtual study session by calling into 1 719 569-5048 and using Conference ID 365 560 353 #.  

The BOCC will also host  a public hearing on Tuesday, May 5, 2020 at 9:30 am, or shortly thereafter.  Interested parties can particpate in the public meeting by calling 1-855-436-3656 and pressing *3 to be entered in the queue for general or item specific comment. The Housing and Community Development Services Division administers grants and programs that support affordable housing, improve public facilities and infrastructure and provide public services for the county’s low to moderate-income and special needs populations. The division also conducts ongoing studies on housing and public services and analyzes community needs for the future.

Our Services

  • Community Development Block Grants - Federal grant funds for local government and non-profit agencies for projects that promote the health, safety and self sufficiency of low to moderate-income persons and neighborhoods.
  • Fair Housing - Actively work towards addressing impediments to fair housing choice
  • First-Time Homebuyer Assistance - Assists low and moderate income families and individuals with their first-time purchase of a home in Arapahoe County
  • Home Investment Partnership Funds - Administer federal grant funds to local government and non-profit agencies for projects that provide affordable housing in the county
  • Housing Assistance Program - Assists with housing searches, referrals to rental assistance programs, eviction resources, homeless prevention services and other housing resource questions
  • Private Activity Bonds - Administer federal bonds to community organizations to finance the development of affordable housing or economic development activities within the county
  • Annual Plans and Reports - View housing and community development action plans and reports
