Snow Removal
The Road and Bridge Division conducts snow removal operations on roads, bridges and other transportation assets within unincorporated Arapahoe County. 
  • State roads are the responsibility of the Colorado Department of Transportation
  • Cities and towns maintain roads in incorporated areas.

Due to its varied geography, Arapahoe County can receive 20 to more than 100 inches of snow during the snow season. Amounts of snowfall can vary from a light dusting to several feet of accumulation. Roads are plowed on a Priority Basis. Snow removal operations are scheduled round-the-clock for urban areas.

One of the goals of winter maintenance is to achieve “passable roadways” within the limitations imposed by climatological conditions and the availability of resources.

Definition

A “passable roadway” is defined as a roadway surface that is free from drifts, snow ridges, and as much ice and snow pack as is practical and can be traveled safely at reasonable speeds. A passable roadway should not be confused with a "dry pavement " or "bare pavement", which is essentially free of all ice, snow, and any free moisture from shoulder to shoulder. This "dry/bare pavement" condition may not exist until the weather conditions improve to the point where this pavement condition can be provided.

The definition of "reasonable speed" is considered a speed that a vehicle can travel without losing traction. During and immediately after a winter storm event, a reasonable speed will most likely be lower than the posted speed limit. Motorists can expect some inconvenience and will be expected to modify their driving practices to suit road conditions.

Two lane County Roadways

On these Roads counties should strive for “passable roadway” conditions on the driving lanes, during the winter storm event. Plowing is the first priority for snow removal. The counties should strive to keep the snow from packing on the driving lanes during the winter storm event. Only enough de-icing agents should be used to keep the total accumulation workable, thereby minimizing bonding during the winter storm event. It is considered inappropriate to attempt to melt the snow as fast as it hits the ground or keep the roadway wet so as to eliminate any accumulation or packing. If packing should occur, counties will then strive for “passable roadway” conditions and eventually “bare pavement” conditions as soon as practical after the winter storm event, during normal work hours (including Saturdays and Sundays).

During the time between the winter storm event ending and achieving “passable roadway” conditions, it is acceptable that only clear wheel tracks be provided when conditions warrant.

During a normal snow event goals

Normal snow event: 100% of primary roadways passable in the drive lanes during the first 24-hour of a normal snow event (0-6 inches)

Post storm: 100% of primary (curb to curb) and secondary (drive lanes) passable 24-hours post storm

Exceptions

Exceptions to this guideline will occur when subsequent winter storm events happen at a frequency where it is not possible to obtain passable roadway conditions and subsequently bare pavement between the events. The severity of a winter storm event, roadway temperatures, and availability of resources along with other factors will dictate how soon passable roadway conditions and subsequently bare pavement can be obtained. Also, it may be deemed appropriate to use extraordinary means when impending weather or an influx of traffic, such as traffic prior to a holiday, is anticipated.

Another exception can occur when the department, because of budget restrictions or unavailability of de-icing chemicals is hampered in their efforts to create passable roadway conditions. In such a case the county may reduce the level of expectations on one, several, or all three categories described above.

Snow plowing operations will deposit snow in driveways, the cost in manpower and equipment to remove that snow is far too great to accommodate.

Mailboxes and fences damaged during snow removal are evaluated case by case. Only those mailboxes and fences that were properly located and installed, and which were damaged by actual contact with County equipment will be repaired at the County’s expense. Damage done by moving snow is unavoidable and in this event the mailbox will not be replaced.  Plow operators make every attempt to get close to mailboxes to provide access for the Post Office, but final cleaning is the responsibility of each resident.

Damage to sod, sprinkler systems, etc... located in the county Right-of-Way is unintentional and often unavoidable. The intent of the Right-of-Way is to provide room for snow storage along with other public functions. Severe gouges along roadsides will be graded or filled in the spring. 

County staff may assist stranded motorists by contacting law enforcement and/or emergency personnel. The County will not attempt to remove a stuck vehicle except to eliminate a safety hazard. 

Arapahoe County will not plow private driveways or roads except in the case of a life threatening emergency. Any emergency request will be forwarded to the Arapahoe County Public Works Department from the Arapahoe County Sheriff’s Office. A decision at the time will be made by the Director to have the driveway or roadway plowed at the Sheriff’s Office’s request.  

Property Owner Responsibility

Property owners or contractors are not allowed to place snow from private property onto the county streets or roadways.

Sidewalk cleaning is the responsibility of the property owners and they should keep sidewalks abutting their property clear of the natural accumulation of snow and or ice.  Snow and or ice should be removed within 24 hours of the last accumulation. 

Fire hydrants on private property need to be cleared by the property owner to enable fire department access to the water in case of a fire. 

Arapahoe County's snow removal equipment includes trucks, plows, sanders, graders and loaders, as well as Ice Slicer®, sand and salt.
